MoxQuizz isn't a kind of it's own. There are a lot of other
trivia/quiz programs for IRC, some of them are:
MoxQuizz has found it's way into several eggdrop script lists and alike.
I am very happy about this and thank the responsible ppl for mentioning it.
Some have implemented automated winner scripts. Though it isn't fair
play using them, they are worth mentioning (IMO):

It's appearance posed a problem and was a big annoyance to many users.
Read: well done, esp. for this extremely "hacky" code. It even talks
english and german.
